That is a very good question! The cork will over time indirectly get damaged by rain. Mostly in the drying process so never dry the cap on a heater or near a stove, let it air dry. Cork doesn't suck in moisture and won't deteriorate in that matter.
All that being said the cork doesn't react instantly to rain, but indirectly it can cause damage. Therefore it is best to keep the hat dry!
